Zambia’s Penal Code of 1930 contains a number of provisions which criminalise expression and in particular which contain overbroad definitions of sedition and which also criminalise false news, defamation and insulting the national anthem, the President and foreign princes.

Zambia’s High Court has recently declared that the false news provisions of the Penal Code are unconstitutional. See: www.zambianwatchdog.com/high-court-ruling-on-publishing-false-news-a-victory-for-freedom-of-expression/comment-page-1/

Further, the Zambian Law Reform Commission has also recently announced that it is to recommend amendments to update the Penal Code and has called for submissions on provisions in need of reform.
